County funds study of a new I-70 interchange at Auburn Road
On June 18, 2026, Shawnee County commissioners approved an $820,000 regional study of a possible new I-70 interchange at Auburn Road in western Shawnee County. One idea is to extend K-4 north across I-70 and the Kansas River to U.S. 24. KDOT pays 40% and the county’s special road fund pays 60%, and the study is expected to take about 16 months, finishing around November 2027.

Shawnee County deems Compass data center application complete
Shawnee County Land Use & Development deemed Compass Datacenters’ conditional use permit application (case CU-26-203) complete on Sept. 9, 2026, after the company filed revised site plans, an operations plan and an Evergy service letter on Aug. 28. The site is on SW 85th Street in the Wakarusa area southwest of Topeka, not near Willard. The county says completeness is not a decision on the project; staff and an independent engineering firm are now reviewing it, and no public hearing has been scheduled.

Shawnee County pauses final action on new data center applications until February 2027
On Aug. 13, 2026, Shawnee County commissioners voted 2-1 for a temporary moratorium on data center applications that runs until Feb. 17, 2027. Parks & Recreation
Willard sits in the Kansas River valley, with river access and outdoor recreation nearby and the greater Topeka park system a short drive away.

City rules
Can I do that in Willard?
The questions buyers ask before the fence goes up, straight from Willard code and permit pages. Rules change and HOA covenants can be stricter, so confirm with the city before you build.
Who sets the rules inside Willard
Willard is an incorporated city. Shawnee County's zoning rules and building-permit process cover unincorporated Shawnee County. The county's Environmental Health office also says its nuisance and water/wastewater authority does not reach Willard (or Topeka, Auburn, Rossville and Silver Lake). We found no Willard city code online, so for a lot inside city limits, check with the City of Willard before you build or change a use.
Fences (outside city limits)
In unincorporated Shawnee County you need a county fence permit for a new fence, for extending a fence, or for a replacement that changes its size or location. Land Use & Development: 785-251-5410.
Sheds and decks (outside city limits)
In unincorporated Shawnee County, a one-story detached shed or playhouse with 150 sq ft of roof area or less needs no building permit if it meets setbacks. Larger accessory buildings need a permit. A deck needs no permit if it is under 150 sq ft, no more than 30 inches above grade, and has no roof or overhead structure.
Septic systems
Shawnee County Environmental Health requires a permit for every new septic system and every repair. The system is sized from a percolation test and the number of bedrooms. Apply through the county's online portal (snco.govbuilt.com). The county page does not say whether septic permits apply inside Willard, so confirm with the county (785-251-5410) and the city.
Private well testing
Shawnee County Environmental Health tests private well water on request. Its page does not list a well permit requirement.
Open burning
Kansas bans open burning except in listed cases (KAR 28-19-645 to 648). A home with five or fewer dwelling units may use a burn barrel for household trash only. Burning tires, heavy oils or tarpaper is never allowed. Agricultural burns require notifying local authorities first. In this area, Shawnee County Fire District No. 3 at the Rossville station issues burn permits for open burning in Rossville and Shawnee County (785-584-6349). We did not confirm that the district covers Willard.
Fireworks (unincorporated county)
In 2025, WIBW reported that fireworks may be set off in unincorporated Shawnee County only from June 27 through July 4, during set hours. In 2024 the county's window was 8 a.m. June 27 to 11:59 p.m. July 4. Check current dates each year. These are county rules for areas outside city limits, and Willard's own rule was not found online.
Floodplain
FEMA’s Community Status Book lists the City of Willard (community ID 200337) as a participating community in the National Flood Insurance Program, so flood insurance through the NFIP is available inside city limits. Check the FEMA flood map for the specific lot before buying or building.
Floodplain (outside city limits)
In unincorporated Shawnee County, any building, fill, grading, paving or storage of materials in a mapped flood zone (A, AE, AO or AH) needs a Floodplain Development Permit from Land Use & Development, with a separate permit for each structure. The lowest floor, including a basement, must sit at least one foot above the base flood elevation, certified by a surveyor or engineer on a FEMA Elevation Certificate. Repairs or improvements costing 50% or more of the building’s value, counted over any five-year period, trigger the full elevation rule.
Building permits (outside city limits)
Shawnee County’s building code and permits cover all of unincorporated Shawnee County, so they apply outside Willard’s city limits. A county permit is needed to build, enlarge, alter, move or demolish a structure, and starting work without one doubles the permit fee. Some small projects are exempt, such as one-story storage sheds under 150 square feet of roof area.
Home businesses (outside city limits)
In unincorporated Shawnee County, a home occupation needs a permit with a $50 filing fee and a $10 renewal each year, due by January 31. The business may use no more than 25% of the home’s floor area, have one non-resident employee, have no exterior sign, and sell no goods on site. Customer visits are limited to 8 a.m. to 8 p.m.
Driveway/culvert permits (outside city limits)
Outside city limits, Shawnee County issues entrance (driveway) permits through County Public Works and 12 townships, and each one has its own resolution. Ask County Public Works at 785-251-6075 which agency maintains your road before adding or changing an entrance.
Snow removal on roads
Shawnee County Public Works maintains county roads and bridges, including snow removal. The county’s Road Maintenance Lookup Map shows which agency maintains a specific road, and the Road Maintenance line is 785-251-6101.
Solar and wind (outside city limits)
In unincorporated Shawnee County, community-scale and utility-scale wind energy systems are banned in every zoning district under Home Rule Resolution HR 2024-5. On April 13, 2026, the county adopted Solar Energy Conversion System Regulations for certain zones (HR 2026-001); check with Shawnee County Planning before installing any system.
Trash and recycling
Shawnee County Solid Waste offers weekly trash pickup with one cart ($23.00 a month for customers who are not City of Topeka water customers), plus every-other-week recycling for $3.50 a month more, and one free bulky-item pickup a week. Coverage depends on the address, so check the county’s Interactive Service Lookup map for a Willard-area property before you count on county service.
Swimming pools (outside city limits)
On unincorporated land around Willard, Shawnee County’s building code applies, and a county building permit is required for a pool. The only exemption is a prefabricated pool under 24 inches deep with walls entirely above grade. Willard has no pool code of its own that we could find, so check with the city for lots inside city limits.
Farm buildings (agricultural exemption)
Outside city limits, Kansas law (K.S.A. 19-2960(c)) exempts land used for agriculture from county zoning. A farm building is filed with an Affidavit of Agricultural Exemption ($50, paid to the Shawnee County Treasurer) in place of a building permit. Houses, garages and similar accessory buildings do not qualify, and a driveway entrance is required if the property has none.
Noxious weeds
Landowners must control and eradicate noxious weeds on land they own or supervise under the Kansas Noxious Weed Law (K.S.A. 2-1314 et seq.). Control means stopping the plants from making seed or spreading. The Shawnee County Noxious Weed Department enforces the law and sells cost-shared herbicide and rents spray equipment at 2044 SW Western Ave, Topeka (785-251-6931).
Minimum lot size for a new home (outside city limits)
In unincorporated Shawnee County, the RA-1 Rural Agriculture and RR-1 Residential Reserve zoning districts allow single-family homes on sites of at least 3 acres, with a 42-foot height limit. Check the parcel’s zoning with Shawnee County Land Use & Development (785-251-5410) before buying land to build on.

The county requires permits for new septic systems and repairs. We did not confirm whether Willard has a city sewer system.
Satellite (Starlink, Viasat) and others listed by a third-party site
A third-party aggregator lists Starlink, Viasat, T-Mobile Home Internet and others for Willard. These listings are not verified per address. Check the FCC National Broadband Map for a specific property.
Shawnee County Solid Waste (check your address)
The county runs refuse service outside Topeka city water areas, but its pages don't say whether Willard is covered. Enter the address in the county's service lookup map or call before closing.

Living in Willard
Willard history, jobs and parks
A little history
Willard was a tiny settlement until 1883, when the Rock Island Railroad laid tracks through it and it grew into a railroad town. In 1887 the Chicago, Kansas and Nebraska Railway built its main line from Topeka through Willard to Herington. Willard was incorporated in 1912. By the early 1920s it was a major cattle shipping point, and the 1930 census counted 142 residents in the city. The Great Flood of 1951 destroyed much of the town and brought down the Kansas River road bridge to Rossville. A replacement bridge opened in 1955, and the current Willard Bridge on Carlson Road opened on August 28, 2017, ahead of schedule and $5 million to $6 million under budget.
Where people work
Willard is part of the Topeka metropolitan area. Data USA estimates the average commute at about 22 minutes, and says most workers drive alone or carpool. With so few residents, these estimates have wide margins of error. Data USA lists manufacturing and wholesale trade as the largest industries among Willard workers. Major Topeka-area employers include the State of Kansas, Stormont Vail Health, Goodyear Tire & Rubber, Hill's Pet Nutrition, Mars Wrigley, BNSF Railway, Evergy, and Washburn University.

Does a data center near Willard need county zoning approval?
Yes, under rules the county added in 2026. The Shawnee County Planning Commission recommended in May 2026 that data centers, energy storage systems and utility structures require a conditional use permit, and the County Commission approved zoning amendments on June 11, 2026, that let the county set conditions on or deny such projects. The next step is a full case review by county staff, reviewing agencies and an independent engineering firm, after which a public hearing would be scheduled. As of November 6, 2026, the county’s data center page says no hearing has been scheduled, and commissioners agreed not to take final action on the application while the county’s data center moratorium is in place (through Feb. 17, 2027).
