Living in Greenwood
Named for its elm trees, built by two railroads
Named in 1867
R.W. Price, Frank Brooks, Alfred Hanscomb and Rev. S.B. Clark filed the name “Greenwood” with the court on June 25, 1867. Clark reportedly chose it for the area’s elm trees, and the business district moved to its current spot when the railroad arrived after the Civil War.
100 trains a day
By 1900 Greenwood had two depots averaging 100 trains every 24 hours, shipping sheep, cattle and hogs on the Missouri Pacific and the Rock Island. In 1947 cars from the two lines collided in town and spilled “many gallons of wine,” which is one way to make the local news.
Paved by Truman
The city credits Harry Truman with authorizing the paving of M-150 Highway in 1927, back when he was a Jackson County judge. The town re-incorporated as a village in 1957 and became a fourth-class city in 1963.

City rules
Can I do that in Greenwood?
The questions buyers ask before the fence goes up, from Greenwood code, permit pages and local reporting. Rules change and HOA covenants can be stricter, so confirm with the city before you build.
Fences
Greenwood’s code requires a city permit before you build a fence, and the fee is a flat $30 permit fee plus a $30 administrative fee. Permits must be paid before work starts and are good for six months.
Sheds and accessory buildings
Outbuildings up to 144 square feet do not need a building permit in Greenwood. Anything bigger goes through the city’s building permit process, and zoning rules for accessory uses still apply to every size.
Decks, pools and spas
Under Greenwood’s permit rules, decks, porches, spas and swimming pools each need a permit from the City Engineer before work begins.
Fireworks
Consumer fireworks are legal in Greenwood only from the Friday before the city’s Freedom Celebration (traditionally the last Saturday in June) through July 4, starting at 10 a.m. Cutoffs are 10 p.m. Sunday through Thursday, 11 p.m. Friday and midnight Saturday; on July 4 it’s 11 p.m., or midnight if the Fourth lands on a Friday or Saturday. They can’t be set off from inside or on top of a building, from a vehicle, or onto someone else’s property without permission.
Chickens
Up to 6 hens are allowed per tract in the A, R-1, R-1A, R-1B and R-1R districts, and roosters are not allowed (City Code 205.340). Coops or pens must sit in the rear of the lot, at least 10 feet from property lines and 40 feet from any neighboring home, with 2 to 4 square feet per bird and a 10-foot maximum height. Birds must be enclosed at all times and may not run at large.
Pets
A home may keep no more than 4 dogs, 4 cats, or 4 dogs and cats combined over 180 days old, except in A and R-1R zoning or a licensed animal business (City Code 205.170). Every dog and cat over 180 days old needs a city license at $8 per year, and keeping 5 or more makes you a kennel operator requiring registration and a $10 annual inspection fee.
Trash
The city contracts weekly residential trash service for $22 per month per household through Dec. 31, 2026, including weekly yard waste pickup (up to 10 bags) and one bulk item per month (City Code Ch. 225). Carts may go to the curb no earlier than 4 p.m. the day before pickup and must be brought back within 24 hours. Brush must be bundled no larger than 36 inches long and 18 inches across, at 50 pounds or less.
Home businesses
Home occupations such as offices for a lawyer, real estate salesperson, artist or musician, beauty operator or dressmaker are allowed in R-1 if the home keeps its residential look (City Code 400.090). Limits include no more than one non-family employee, no window display, and no sign that is lit or larger than 2 square feet.
RV parking
Up to 3 RVs, boats or trailers per household may be kept in the driveway, a garage, or the side or rear yard on a surface that meets paving rules, never on the lawn (City Code 400.090). They may not be lived in, and other equipment or non-daily vehicles may be stored no more than 96 hours in any 30 days.
Garage sales
Two garage, yard or rummage sales per home per calendar year are allowed without a permit, and more than two requires a permit from the Director of Planning and Zoning (City Code 400.090). Ongoing or frequent sales from one home are not allowed. The city also hosts a citywide garage sale day.
Open burning
Burning trash or other solid waste is unlawful in Greenwood unless a variance is obtained from the air pollution control agency (City Code Ch. 225). The city offers weekly yard waste pickup as the main disposal option, so call City Hall before burning leaves or brush.
Snow removal
City crews plow the Priority 1 snow route of main and collector streets, starting with M-150, before moving to side streets. Once the P-1 route is done and conditions allow, crews clear every street in each subdivision, with curb-to-curb cleanup after the storm ends.
Building permits
Greenwood requires a permit for any remodeling project valued over $750 under Section 500.085, and fees are paid before work starts under Section 500.090. Starting work before the permit is issued adds a fee equal to the permit amount under Section 500.094. The city has adopted the 2012 International Residential Code in Section 500.055.
Inoperable vehicles
In the R-1 district, inoperative vehicles may not be stored or repaired on the property unless they are inside a closed garage, per Section 400.090(A)(8). Plan on a garage or a repair shop for any long-term project car.
Driveways and parking
Section 400.090(A)(8) bars parking vehicles on lawn areas in the R-1 district; parking goes on paved surfaces, gravel that existed when the chapter was approved, or dust-free surfaces like pavers, and new pavement must match the existing driveway. Under Section 515.050(F), driveway, sidewalk and patio cracks with a vertical offset of more than 1 inch must be repaired or replaced.
Work trucks
Trucks over 1 ton capacity may not be parked on a lot in a residential zone except for deliveries, per Section 400.280(A)(2). The R-1R district is exempt from this rule.
Guest houses (ADUs)
The standard R-1 district does not provide for guest houses, but the R-1R rural residential district allows one under Section 400.097(A)(5)(b). A detached guest house is capped at 50 percent of the main home’s livable area up to 800 square feet (1,000 square feet if attached) and must sit within 60 feet of the main home. A deed restriction stating the unit is for guests and not for rental must be recorded before the building permit is issued.
Bed and breakfasts
Bed and breakfast establishments need a special use permit in the A, R-1, C-O and C-B districts under Section 400.210. Check with City Hall before renting rooms to overnight guests.
Sewer service
Property owners next to a public sewer within 100 feet of the property line must connect within 90 days of official notice, per Section 705.020(D). A sewer connection permit costs $3,000 per connection under Section 705.040(A). Sump pumps, foundation drains, yard drains and gutter downspouts may not be tied into the sanitary sewer under Sections 500.055 and 705.040(D)(1).
Tree rules
Hazardous live or dead trees and shrubs must be promptly removed or trimmed, and branches over a street or sidewalk need at least 6 feet of clearance, per Section 515.050(G). New development must plant one tree per dwelling unit and one per 50 feet of street frontage under Section 400.285(E)(1), and trees along a public street are maintained by the property owner.
Rental property standards
Section 515.060 sets minimum standards for rented or leased homes: interiors must be kept clean and sanitary, and floors, walls, ceilings and stairs must be kept in sound condition and good repair. Exterior roofs and walls must be substantially watertight under Section 515.050(B).
Lawn irrigation
The water supply to a lawn irrigation system must be protected against backflow, per the city’s amendment to the 2012 International Residential Code in Section 500.055 (P2902.5.3). Plan for a backflow device when installing sprinklers.
Lawn height
Greenwood’s nuisance code treats weeds 12 inches or taller as a nuisance, as well as any growth that hides debris or harbors pests. The city’s notice gives the owner at least 10 days to cut and clean up before the city can act.
Solar
In the R-1R residential district, solar and other alternate energy equipment is allowed for any use, subject to approval and specifications from the Director of Building and Zoning (zoning code Chapter 400). Check with City Hall before installing panels in other districts.

Greenwood history, jobs and parks
A little history
Greenwood is one of the older towns in southern Jackson County. A post office named Greenwood opened in 1866, and the town was laid out and first filed for court record in June 1867. About three years later, Lincoln College opened in town; the school closed roughly 15 years later. Greenwood ran its own public schools until the 1950s, graduating its last high school class in 1957, after which students went to the Lee’s Summit district. The small downtown along Main Street sits beside the rail line that runs through town, and the city has grown from 234 residents in 1880 to 6,021 in the 2020 census.
