The October 12, 2026 City Council agenda included new landscaping for the 50th Street and State Line Road entryway, a 2027 agreement with Little Government Relations, and plans for fall leaf collection. Dates for workshops on recodifying the city code were also listed as an informational item. The items were on the agenda; the vote results were not yet published, because the October minutes go to the council for approval on November 9.

The September 14, 2026 City Council agenda listed an extension of the city’s franchise agreement with Kansas Gas Service (KGS) under new business. The same agenda included removing the pin oak on The Green and approving the Halloween street barricades. The agenda gives only item titles, so the extension’s length and terms have not been confirmed.

Ahead of the December 16 leaf pickup, the city asks residents to keep leaves and debris out of the gutters and storm drains in front of their homes.

47th Street and Rainbow Blvd. intersection closed for pavement replacement
Starting August 17, 2026, the W. 47th Street and Rainbow Blvd. intersection closed for concrete pavement replacement for up to four weeks. Rainbow Blvd. stayed open with one lane each way, the detour used Mission Road and W. 43rd Street, and the Woodside Village driveway at W. 47th Street was also closed during the work. This followed WaterOne’s water main replacement at the same intersection, which began in late May 2026.

Resident survey results on lowering the city speed limit
The city published results of a resident survey on street speed limits. Most respondents said they would support or strongly support reducing the speed limit to 20 mph, while most opposed a 15 mph limit; many doubted drivers would comply with either. No ordinance change had been reported as of the October 2026 newsletter.

Westwood Hills is a small residential community in northeast Johnson County, part of the close-in, established side of the county near Kansas City. Homes here rarely come up often, so working with a team that watches the area closely helps.
City rules
Can I do that in Westwood Hills?
The questions buyers ask before the fence goes up, straight from Westwood Hills code and permit pages. Rules change and HOA covenants can be stricter, so confirm with the city before you build.
Exterior and interior changes (historic district)
Permit applications go to the State Historic Preservation Office (SHPO) first, even for non-contributing homes, and review can take up to 60 days. A city building permit is also required before work starts.
Replacement windows
No. Aluminum and vinyl windows are not allowed in Westwood Hills.
Roofing and painting
A new roof needs a building permit. Exterior painting needs no permit.
Tree removal
No permit is needed to remove a tree on your own property, but the stump must be ground below grade. Homeowners are responsible for all trees and any creek on their lot.
Chickens and farm animals
No. Farm animals, including chickens, may not be kept. Dogs and cats must be registered with the city each year at no charge.
Short-term rentals (Airbnb/VRBO)
No. They are prohibited, except for a state-allowed window from May 15 to July 25, 2026. Long-term rentals need a $100-per-year rental license and a yearly exterior inspection before a tenant moves in.

Street parking
Parking is allowed on only one side of each street, and the side varies by street. No street parking is allowed during a snowstorm or for 24 hours after 2 inches or more of snow.
Storage pods and dumpster-style containers
They are not allowed on public property. On private property, they may stay up to five days without a permit.
Trash carts and yard signs
Carts may go to the curb no earlier than 5:00 p.m. the day before pickup and must otherwise be stored out of view (Ord. 10-201). Temporary yard signs may stay up for no more than 90 days (Ch. 8, Sec. 203).
Fences
Fences, retaining walls and hedges all need a city permit, and anything over 16 inches high counts as a fence. Under Section 8-203(d), no permit is issued for a fence or wall over 4 feet, and a fence in a front or side yard needs written consent from the abutting owners. Side-yard fences cannot run past the front of your house or your neighbor’s, and corner lots are treated as having two front yards.
Sheds and accessory buildings
Under Section 8-203(e), sheds, gazebos, decks and playhouses must sit in the rear yard, at least 4 feet from the side and rear property lines. A lot can have no more than two accessory structures, they cannot cover more than 25 percent of the rear yard, and each is limited to one story.
Swimming pools
Section 8-205(j) bans any swimming pool that extends above grade. The only exception is a small wading or plastic pool no larger than 60 square feet of surface and no deeper than 24 inches.
Fireworks
Section 4-203 makes it unlawful to store, sell, possess, use or explode fireworks anywhere in the city, and the code sets no holiday window for setting them off. Public displays need written approval from the Governing Body, with the application filed at least 30 days ahead (Section 4-204). Violations carry a fine of up to $500.
Open burning
Section 4-109 bans outdoor fires without a permit. The exception is a container or device made for cooking food, burning charcoal briquets, fireplace logs no longer than 24 inches, or approved natural gas. Brush burning needs a City Council permit, and any permitted fire must be attended at all times.
Beekeeping
Beekeeping is allowed with a license from the City Clerk that is good for three years (Section 2-402). Lots of a quarter acre or less may keep two colonies and lots up to a half acre may keep four (Section 2-411). Hives within 25 feet of a property line need a flyway barrier at least 6 feet tall, and bees must have water on site at all times.
Dogs and cats
Each home may keep up to two dogs and two cats over six months old, and keeping more takes a special permit from the City Council (Section 2-211). Pets must be registered with the city each year with proof of rabies vaccination, and registration is free. Dogs and cats may not run at large and must be on a leash or securely tied (Section 2-207).
RV and boat parking
Under Section 8-205(i), motor homes, campers, boats and trailers cannot be parked or stored on city streets or on private property outside a garage for more than 24 hours. The same rule covers inoperable vehicles and commercial vehicles over one ton.
Snow removal
The city asks residents to shovel the public sidewalk in front of their home. Do not park on the street during a snowstorm or for 24 hours after 2 inches or more, and a car left on the street 2 hours after a 2-inch snow may be ticketed and towed at the owner’s expense.
Lawn height
Under Section 4-316, grass or weeds taller than 10 inches, other than ornamental grasses, are treated as noxious weeds. If the owner does not cut them after five days’ written notice from the City Clerk, the city can mow and bill the cost to the property as a special assessment.
Solar panels
Solar panels must be mounted on and integrated into the roof, may not project above the roof line, and may not be freestanding or ground-mounted (Section 5-403). Piping and conduit must be concealed, and you need a permit approved by the Planning Commission before work starts (Sections 5-404 and 5-406).
ADUs (accessory dwelling units)
Accessory dwelling units are not allowed. Section 8-205(c) bars using a garage or accessory building as a residence or business, and Section 8-205(a) limits each dwelling to one household, except existing duplexes in the 4800 block of Rainbow Boulevard.
Garage sales
Section 6-609 allows one or two garage or yard sales per calendar year at the same home without a home occupation license. Holding more often than that falls under the home occupation rules.
Building permits
Most work beyond painting and minor repairs needs a city building permit, including decks, porches, additions, siding, driveways, skylights, dormers, AC compressor replacement, and plumbing, electrical or mechanical work. Because the whole city is a historic district, applications for both interior and exterior work go to the Kansas State Historic Preservation Office, and that review can take up to 60 days.
Construction and yard equipment hours
Construction and machinery noise heard on another property is allowed 8 a.m. to 8 p.m. on weekdays, 8 a.m. to 6 p.m. on Saturday and 10 a.m. to 5 p.m. on Sunday (Section 10-602). Mowers, leaf blowers and trimmers may run 8 a.m. to 8 p.m. any day, and violations can bring a fine of up to $500.
Rental registration
All rental properties in Westwood Hills must be registered with the city through the City Clerk; a rental license application is available on the city website. The fee amount is not published on the city’s pages.
Noise and barking dogs
Under Chapter 10, Section 602, radios, TVs and other electronics may not be audible on an adjoining property from 11 p.m. to 9 a.m. A dog barking for more than two minutes between 7 a.m. and 10 p.m., or more than one minute between 10 p.m. and 7 a.m., counts as a disturbance.

A little history
The J.C. Nichols Company platted the Westwood Hills subdivision in 1923, the first Kansas subdivision where Nichols applied his residential planning ideas, and the Westwood Hills Homes Association followed in 1926. A small shopping center at 50th Street and State Line Road was under construction by November 1925, designed in the style of English farm buildings. The City of Westwood Hills incorporated on July 1, 1949. On December 4, 2013, the neighborhood of architect-designed homes was listed on the National Register of Historic Places as a historic district.
Where people work
Westwood Hills is almost entirely residential and covers about 0.07 square miles, so most jobs are in nearby cities. The largest nearby employer is the University of Kansas Health System and University of Kansas Medical Center campus, a short drive north on Rainbow Boulevard in Kansas City, Kansas. In 2024 the health system had 13,900 employees and was ranked No. 1 among Kansas employers by Forbes. Shops and restaurants in Woodside Village on Rainbow Boulevard in Westwood also employ people locally.
