City rules
Can I do that in Paola?
The questions buyers ask before the fence goes up, from Paola code, permit pages and local reporting. Rules change and HOA covenants can be stricter, so confirm with the city before you build.
Fences
You need a $25 building permit to put up a new fence or replace an old one. Backyard fences can be up to 6 feet tall. Front-yard fences top out at 4 feet and must be decorative, such as picket, wrought iron or split-rail. Chain link is not allowed in front yards, and hog wire or scrap-material fences are not allowed anywhere. Fences can’t be built over city utility easements.
Sheds
Most accessory buildings need a building permit. Each one must sit at least 5 feet from every property line, and no single structure can be larger than 900 sq. ft. On lots of one acre or less, the combined size is capped at 360 sq. ft. for every 3,000 sq. ft. of lot. Anything over 120 sq. ft. must be at least 10 feet from the house, and sheds can’t go in front or side yards.
Chickens
City code prohibits keeping or raising fowl for commercial purposes inside city limits. Any pen or coop that becomes a nuisance to neighbors is also prohibited. The code does not spell out rules for a small personal flock, so call City Hall before you get any birds.
Fireworks
City code prohibits selling, storing or setting off fireworks in the city, including on public property and at Lake Miola. The governing body can approve public displays. Check with the city each summer for any council-approved exceptions.
Trash & recycling
Waste Management collects trash on Mondays in a 96-gallon cart and curbside recycling on Thursdays in a 65-gallon cart. Set carts out by 6:00 am. You get one free bulky-item pickup on the first trash day of each month if you schedule it at wm.com at least 40 hours ahead. Residential service is billed on your city utility bill.
Pets
City code allows no more than two dogs and/or two cats per address. Litters are exempt until the animals are six months old. Pets must be vaccinated against rabies, and dogs and cats may not run at large off their owner’s property.
Short-term rentals
Paola’s land development code regulates overnight guest lodging in a home as a Bed and Breakfast: the owner must live in the residence, no more than five bedrooms may be rented, at least one off-street parking space is required, and monthly rentals or leases are prohibited.
Home businesses
Home occupations are allowed in most residential districts as long as they do not change the residential character of the home, with up to two outside employees and no commercial vehicles, stock in trade or exterior storage.
RV parking
Up to two boats, RVs or commercial vehicles may be stored on a single- or two-family lot, but only in a garage, side yard or rear yard, not the front yard, and an RV may not be lived in or permanently hooked to utilities. Front-driveway parking is allowed for up to two days each to load and unload for a trip, and tarps or makeshift covers are not allowed.
ADUs
A detached guest house is allowed under Section 03.314 if the main home is owner-occupied, the guest house has at least 500 sq ft of living area but no more than 30% of the main home’s floor area, it has no separate utility meters, and at least one off-street parking space is provided. It is for nonpaying guests only and the lot cannot be split off.
Snow removal
Owners or occupants must clear snow and ice from abutting sidewalks within 12 hours after a snowfall ends (or within 12 hours after sunrise for overnight snow), and may not push snow into streets, alleys or sidewalks. Violations carry a $25 fine, and the city may clear the walk and bill the cost to the property’s taxes.
Burning
Open burning is not allowed within Paola city limits except by permit under the adopted 2018 International Fire Code. Barbecue grills in a container built for cooking are allowed, but charcoal or wood may not be burned on wooden decks or balconies of buildings with more than two units.
Swimming pools
Paola has adopted the 2018 International Swimming Pool and Spa Code (City Code Section 4-212), and a building permit is required for most pools. Permit fees are $200 for a single-family in-ground pool, $100 for a permanent hard-sided above-ground pool (electrical permit included), and no fee for a temporary soft-sided pool; hot tubs are a $50 minimum plus valuation. Prefabricated pools under 24 inches deep and no more than 5,000 gallons are exempt from a building permit (Section 4-201).
Lawn height and weeds
Weeds and grasses on residential property over 12 inches tall are presumed to be a nuisance (City Code Section 8-202). After written notice, the owner has 10 days to cut them or 5 days to request a hearing; if not cut, the city may mow for the rest of the calendar year without further notice and bill the cost plus an administrative fee, which becomes a special assessment on property taxes if unpaid after 30 days (Sections 8-203 and 8-204).
Rental property standards
Paola’s city code does not include a rental license or registration requirement, but every rented dwelling must meet the Minimum Housing Code (City Code Chapter 8, Article 7). Inspections are complaint-driven: the city’s public officer may inspect a dwelling for compliance, and owners and occupants must allow access at reasonable hours (Section 8-711). Confirm with City Hall before buying a rental.
Solar panels
A city permit is required to install solar inside Paola city limits. The fee is $100 plus plan review, which is 35 percent of the permit fee for a single-family home, per the Community Development fee schedule updated May 15, 2026. Call Community Development at 913-259-3611 before ordering a system.

Living in Paola
Paola history, jobs and parks
A little history
Before Paola had a name, it was Peoria Village, settled after the Kaskaskia, Peoria, Wea and Piankeshaw tribes were moved here between 1827 and 1832 and joined together under Baptiste Peoria. Father Paul Ponziglione, an Italian priest, is credited with renaming it after Paola, a town in Calabria, Italy. The Paola Town Company was incorporated in 1855, and the railroad arrived in 1870. After natural gas was discovered in 1882, Paola became the first town west of the Mississippi to use it commercially, lighting its streets with gas lanterns, which made Paola one of the bright spots of the prairie well before electricity reached it. Baptiste Peoria gave Park Square to the town on the condition that nothing ever be built on it, and the square, the 1898 Miami County Courthouse and the 1906 Paola Free Library still anchor downtown today.
Where people work
As the Miami County seat, Paola is home to county government offices and the courthouse, plus city hall and Paola USD 368. Miami County Medical Center, a 39-bed hospital on Baptiste Drive, and its neighboring clinics are a major local employer. Because Paola is part of the Kansas City metro, many residents also work in Johnson County and the wider Kansas City area via US-169.
Parks & outdoors
Park Square is the heart of town, with its fountain, gazebo and the bust of Baptiste Peoria and Mary Ann Isaacs Dagenet. Wallace Park has the city aquatic center, and Lake Miola offers lakeside recreation just outside downtown. The Paola Pathways Recreation Trail gives walkers and cyclists a dedicated city trail, so there’s no excuse to skip the after-dinner stroll.
