City rules
Can I do that in Westwood?
The questions buyers ask before the fence goes up, straight from Westwood code and permit pages. Rules change and HOA covenants can be stricter, so confirm with the city before you build.
Fences
You need a building permit before you build a fence. Only rear-yard fences may be taller than 4 feet; side-yard fences are typically limited to 4 feet, and a taller fence in a front or side yard needs a variance from the City Council. Ask Building and Planning, (913) 942-2130, for the rear-yard maximum.
Sheds and detached garages
A building permit is required for sheds and for attached or detached garages.
Pools, hot tubs and spas
A building permit is required to install a swimming pool, hot tub or spa.
Decks, roofs and driveways
Decks, re-roofing, and driveways or driveway approaches in the right-of-way all require permits. So does placing a dumpster or PODS container. Painting, flooring, cabinets, countertops and playground equipment do not.
Fireworks
No. Westwood prohibits the sale, storage and use of fireworks.
Renting out a home
Every home or room offered for rent needs a city rental license. The license is renewed yearly and requires an annual inspection with a $50 fee (City Code Chapter 5, Article 11).
Short-term rentals (Airbnb/VRBO)
Allowed with a city license under Sec. 5-1104. Owners must give written notice to adjoining, corner-sharing and across-the-street neighbors, put the license number in listings, and use no exterior signs. Noise, parking, pet and trash rules must be posted inside. Occupancy is limited to 2 people per rented bedroom plus 1, with a maximum of 6 guests. Parties and events are not allowed.
Trash, recycling and yard waste
GFL collects trash and recycling on Wednesdays (carts out by 7 a.m.), and the cost is assessed on the property tax bill. Glass is not accepted in curbside recycling. Bulky items are limited each month.
Backyard chickens and livestock
No. City Code Sec. 2-107 bans chickens, ducks, geese, turkeys and other domestic fowl anywhere in the city, along with livestock such as cattle, hogs, horses, sheep and goats. Your omelet ambitions will need a farmers market.
Beekeeping
Allowed with a three-year apiary license from the city clerk. Hives must be Langstroth-type with removable frames. Lots of a quarter acre or less may have two colonies; lots between a quarter and a half acre may have four.
Dogs and cats
Up to two dogs and two cats over three months old per household without a special permit. Pets may not run at large, and owners must pick up after them.
Home businesses
Westwood allows a home business only if it is a service business that stays clearly secondary to using the house as a home, with no signs, outside equipment, noise, odor or unusual traffic. The work must be done by people who live in the home, and no stock or goods for sale may be kept on site. Every business in Westwood, including home-based ones, needs a city occupation license that expires each January 14.
RV, camper and trailer parking
Under City Code Section 14-217, a travel trailer or RV cannot be parked on any residential lot for more than 24 hours unless it is inside an enclosed structure such as a garage. The chief of police can approve a permit allowing up to 14 days total per calendar year, and RVs cannot be stored on the street or used as living quarters.
Street parking and parking on grass
Section 14-202(w) bans parking on any Westwood street for more than two hours between 12:01 a.m. and 6:00 a.m. Section 14-202(aa) also bans parking on the grass or any other unpaved surface of a property.
Garage, estate and yard sales
Residents may hold two sales events per year on their own property, and each one can last no more than three days. You must notify the city before a sale, but no notice is needed to join the city’s twice-yearly community garage sales.
Door-to-door sales
Selling door to door in Westwood requires a free city solicitation permit, applied for at City Hall with a photo ID. Permits are issued 30 days at a time and can be renewed for up to 90 consecutive days.
Truck traffic and moving trucks
Trucks may use only Rainbow Boulevard, Shawnee Mission Parkway and 47th Street; on other streets they may enter only to make a delivery or pickup at a property that doesn’t front those streets, by the nearest cross street, and trucks are not allowed in alleys (City Code Sec. 14-205). Trash pickup, city repair work, utility repair and emergency vehicles are exempt.
Accessory dwelling units (ADUs)
An ADU is allowed by right in the R-1 district, limited to one per single-family lot and placed in the rear yard (Zoning Ordinance Sec. 4.3.1 and 4.3.5). An ADU over 500 sq. ft. needs one extra parking space behind the front setback, and all accessory structures combined are capped at 662 sq. ft. in R-1(A)/(E) and 704 sq. ft. in R-1(B)-(D) (Sec. 4.3.5.C-D).
Satellite dishes
In residential districts, a dish antenna can be no more than 24 inches in diameter, must go on the rear elevation of the house, and only one is allowed per lot (Zoning Ordinance Sec. 4.3.13).
Yard and temporary signs
Temporary signs need no permit, but each parcel is capped at 18 square feet total, with no sign over 6 square feet or taller than 3 feet, and each may stay up to 90 days. Signs can’t be lit, placed in the public right-of-way, or attached to trees, fences or utility poles (Zoning Ordinance Secs. 9.1.4, 9.2.6, 9.2.7, 9.3.1).
Snow removal and winter parking
Westwood plows primary routes first once about 2 inches of snow has fallen, adds passes on secondary routes if snow passes 6 inches, then plows every street full width after the storm ends. Street parking is limited to two hours between midnight and 6 a.m., so permit holders are asked to use driveways when 2 or more inches are expected, and trash carts or basketball goals should be kept out of the street.
Stormwater utility fee
Westwood charges a stormwater fee of $1.00 per month for every 500 square feet of impervious surface (roofs, driveways, patios, pools), set by Resolution No. 36-2013 under Ordinance No. 936 (City Code Chapter 15, Article 5). The fee is billed as a special assessment on the property tax bill; a home with 2,000 to 2,500 square feet of hard surface pays $60 a year.
Lawn height and weeds
Under Westwood code Section 8-402(e), weeds and grasses on residential property are presumed to be a nuisance once they grow taller than 8 inches. Ornamental plantings such as pampas grass are excluded. (Read from a code excerpt in a city meeting packet; confirm with City Hall.)
Open burning
Westwood’s code makes it unlawful to burn garbage, trash, refuse, grass or leaves anywhere in the city. Residential barbecues and outdoor cooking grills, outdoor residential fireplaces and chimineas are exempt (City Code Sec. 7-204). This is from a code excerpt in a city meeting packet, so confirm with City Hall.

Living in Westwood
Westwood history, jobs and parks
A little history
The land that became Westwood was part of an 1830s land grant to Joseph Parks. It passed to his granddaughter Catherine Swatzell and her husband John, whose 1898 stone house at 4958 Rainbow is considered the start of the community. The area grew as a Kansas City suburb after World War II and incorporated in 1949, taking its name from neighboring Westwood, Missouri. Westwood annexed Westport Annex and Westport View in 1960, and in 1973 voters declined to consolidate with Westwood Hills.
Where people work
Westwood is a small, almost entirely residential city of 0.41 square miles. Its commercial activity is concentrated along Rainbow Boulevard and in the Woodside Village area, which has its own Community Improvement District sales tax. City records name the University of Kansas Health System as a partner in planning for Rainbow Boulevard and for redeveloping the 4700 Rainbow Blvd. city hall site, which reflects how close the KU Medical Center campus is. I could not verify a sourced list of major employers.
Parks & outdoors
- Joe D. Dennis Park — City park at 50th Street and Rainbow Boulevard with a playground, tennis court, picnic tables and a fountain. Voters chose to keep it public in April 2025, and a new playground is planned with a Variety KC grant.
- City green space at 5000–5050 Rainbow Blvd. — City-owned open space next to Joe D. Dennis Park.
