Flat is its own story

Blue Valley reported 22,251 students in 2019–20 and 21,760 in 2023–24, and the district’s own demographics page puts current K–12 enrollment at 21,681. Call it flat. The district has said plainly why it is not growing: lower birth rates and the cost of housing — the average home price in the area now exceeds $700,000 by the regional planning council’s count, and 163 students left unexpectedly before the 2025–26 year, about $1 million in anticipated revenue.

That is the same diagnosis Olathe gave when it recommended closing six schools. The difference is that Blue Valley has not proposed closing anything. What it is doing is cutting: fifth-grade band was eliminated, fifth-grade strings scaled back this spring, and classified-staff duty days trimmed effective July 1, 2026, against a projected shortfall the district put at $10 million and one local station reported as $18 million. Special education alone ran $72.4 million in 2024–25 against $35.1 million in state and federal reimbursement.

For a buyer, the practical read is this: capacity is stable, boundaries are stable outside the new middle school’s feeder area, and the district is managing money rather than buildings.

The 2023 bond, and the school it just finished

Voters approved $251.25 million by mail ballot on January 31, 2023 — 70.7% yes on a 24.7% turnout — structured with no tax-rate increase. The district’s total mill levy for 2023–24 was 53.859 mills, down from 54.870 the year before.

Wolf Springs is the one boundary fact that matters right now. Aspen Grove and Wolf Springs elementaries feed the new middle school; Morse and Timber Creek stay at Aubry Bend. If you are looking in the far southwest of the district, ask which middle school an address feeds, because the answer changed this year.

CAPS — the program people move here for

The Center for Advanced Professional Studies, at 7501 W. 149th Terrace, is the model other districts copied. Juniors and seniors from any Blue Valley high school spend half the school day at CAPS in one-semester, profession-based courses and the other half at their home school. Six strands:

Enrollment runs through the normal course-request process, with open houses in November and December. CAPS also houses the district’s robotics teams, including FTC 6547, a 2019 world champion.

The five high schools — recognition

• Blue Valley West — Kansas Bandmasters Association marching champion; Spanish, French and Chinese offered; 17 AP courses

Dual credit runs through Johnson County Community College’s College Now program. There is no International Baccalaureate program in the district.

Special services

USD 229 publishes its service model in more detail than most districts. It describes in-class collaborative support, resource rooms, and center-based classrooms with transportation provided; specialized autism classes for young children; Infant & Toddler Services from birth to 36 months; and post-secondary transition programs for ages 18–21. Gifted Education sits under special education with a three-tier identification process and a gifted teacher at every elementary and middle school. Early childhood runs 26 classrooms, 15 of them at the Hilltop Learning Center, in a reverse-mainstream model for ages 3–5, with free developmental screening.

Stated as what the district provides. Whether a particular service fits a particular child is a conversation for the district’s special education office.

The boundary quirk

Blue Valley serves parts of Overland Park, Leawood and Olathe plus Stilwell, and reaches into Miami County. It does not serve Lenexa. The seam buyers trip over most is Leawood, which is split between Blue Valley and Shawnee Mission USD 512 roughly along I-435 — and attendance can differ by street. A Leawood mailing address tells you nothing about the district. The district’s address lookup does.
