City rules
Can I do that in Linwood?
The questions buyers ask before the fence goes up, from Linwood code, permit pages and local reporting. Rules change and HOA covenants can be stricter, so confirm with the city before you build.
Fences
An application to the Planning and Zoning Commission is required for fences, carports, new buildings, additions, demolition and renovations; approved permits then go to the City Council.
Pools
Pools and spas require a permit application and must be inside a fence.
Chickens
Up to 6 hens per household are allowed with a 15 dollar annual poultry license; no roosters, birds must be fully enclosed, and coops must sit at least 25 feet from other occupied buildings. Agriculturally zoned property may apply for a special permit for up to 20.
Pets
Dogs and cats must be registered within 30 days of moving in and renewed by May 31 each year (10 dollars if spayed or neutered, 15 dollars otherwise), and pets must be leashed or fenced when outside.
Trash
The city contracts residential trash and recycling with Honey Creek Disposal on three-year terms, with a discount offered to residents 65 and older.
New buildings
Linwood requires a city application through Planning and Zoning before putting up any new building, addition or carport. Anyone doing the work inside city limits must also hold a city contractor’s license, which costs $25.
Open burning
Burning tree debris or leaves, including bonfires, requires a free burn permit from Leavenworth County; burning in an enclosed container with a screen or lid does not need a permit. Linwood has adopted the Uniform Fire Code (Ordinance #633), and open burning is covered in city code Sec. 7-204.
Contractor licensing
Builders, roofers, utility companies and anyone else doing work inside the city must get a city contractor’s license before starting. The $25 fee must come with the application.
Lawn height
Grass or weeds taller than eight inches are a public nuisance under the city’s nuisance ordinance (Code of Ordinances, Chapter VIII, § 8-201(e)). Weed notices and abatement costs are handled under Chapter VIII, Article 4.
Inoperable vehicles
Untagged, junked, wrecked or inoperable vehicles kept outside are a public nuisance (§ 8-201(i)). Vehicles inside a garage or building, behind adequate screening, or inoperable for 30 consecutive days or less are exempt.
RV parking
You can’t live or sleep in an RV parked in Linwood outside an RV park, but a visiting guest’s RV may park on the street in front of the home or on the host’s property for up to two weeks per six-month period. With a $50 fee the stay can be extended by two weeks, up to 60 days in any 12-month period. RVs may not connect to sewer, and fines run up to $300 per violation (Sec. 14-204).
Sidewalks
No one may build steps or place any obstruction on a sidewalk or public way, temporary or permanent. Tools, merchandise, containers, benches or display cases can’t be left there longer than it takes to load or unload them (Sec. 13-110).
Owner-built work
You can do construction work on your own home without a contractor license if you live there long term. You must do the work yourself, unpaid, and get a permit, pay the fees and pass inspection first. Anyone you hire to help must be a city-licensed contractor (Sec. 4-226).

Living in Linwood
Linwood history, jobs and parks
A little history
The town began as Journeycake, named for Delaware chief Charles Journeycake, and was platted as Stranger in 1867 along the Union Pacific line that became the Kansas Pacific Railroad. Postal mix-ups with another Stranger led to the name Linwood in 1877, a nod to the area’s linden trees. After a 1903 flood, the town moved about a mile north out of the river bottoms. Senator William A. Harris was among its best-known residents.
Where people work
Linwood is a small community whose employers are mostly local businesses such as Free State Growers, a greenhouse operation that rebuilt after the 2019 tornado, along with Dollar General, cabinet shops, a towing company and Senor Stan’s Salsa. Most residents commute along K-32 to jobs in Bonner Springs, Lawrence and the wider Kansas City area. In 2020 the city received a 77,638 dollar CDBG grant for a sewer project.
Parks & outdoors
Linwood sits at the edge of the Kansas River and Stranger Creek, with the river and surrounding farmland as its main outdoor draw. The nearest public Kansas River boat ramp is the Eudora Access Ramp at river mile 42, a short drive away. The Linwood Community Building at 105 E. 3rd St. and the Linwood Community Library host local events.
