Living in Excelsior Springs
Built on a spring, a hotel that kept rebuilding and a New Deal landmark
A healing spring, 1880
Farmer Travis Mellion found the Siloam Spring in 1880 after his daughter Opal recovered from scrofula. Rev. John Van Buren Flack and landowner Anthony W. Wyman formed the town partnership that August. The post office first called it “Vigniti,” and the name Excelsior Springs arrived in 1882.
Medal-winning water and The Elms
The Siloam and Regent springs carried a rare iron-manganese water, and the town won medals at the 1893 Chicago World’s Fair for Regent Spring water and Soterian ginger ale. The Elms burned in 1898 and again in 1910; the third, built of native stone, opened in 1912 and is still open. Harry Truman spent election night 1948 there and woke up president.
The Hall of Waters
Built in 1936–37 as a Public Works Administration project over the Siloam and Sulpho-Saline springs, the Art Deco Hall of Waters had its cornerstone ceremony broadcast by CBS to 62 stations. It joined the National Register in 1983 and now houses City Hall. Excelsior Springs was also the first Missouri city to adopt the city-manager form, in 1921.

City rules
Can I do that in Excelsior Springs?
The questions buyers ask before the fence goes up, from Excelsior Springs code, permit pages and local reporting. Rules change and HOA covenants can be stricter, so confirm with the city before you build.
Fences
A city building permit is required for fences over 6 feet tall, and for retaining walls over 4 feet. Permits are requested through the city’s online iWorQ portal and must be posted on site until final approval.
Sheds and accessory buildings
Accessory buildings over 120 square feet need a building permit from Community Development (816-630-0756). Purely cosmetic work does not require a permit.
Swimming pools
Swimming pools are on the city’s list of projects that require a building permit before installation.
Backyard chickens
Since July 2024, hens are allowed on lots of at least 0.20 acres with a Backyard Chicken Permit from the Excelsior Springs Police Department: up to 3 hens on 0.20 to 0.49 acres and up to 12 on larger lots, and no roosters on lots under 3 acres. Coops must be enclosed, lockable, in the back yard and at least 10 feet from property lines; fees are a $50 application fee plus a $50 permit, with $50 yearly renewal and an inspection before approval.
Pet licenses
Dogs, cats and miniature pigs need an annual city pet license, which requires a current rabies vaccination. Licenses are sold at City Hall, the Excelsior Springs Animal Control Center and Excelsior Springs Animal Clinic (cash or check only).
Grass and weeds
Code Enforcement sends a notice once grass and weeds reach 8 inches, and the owner then has 10 days to mow. Continued violations can be sent to municipal court.
Rental properties
The city requires a rental license for rental property (form on the Community Development page). The zoning code defines a short-term rental as occupancy of fewer than 27 consecutive days; check with Community Development before listing a home as a short-term rental.

Living in Excelsior Springs
Excelsior Springs history, jobs and parks
A little history
Excelsior Springs was laid out on August 17, 1880, by Rev. John Van Buren Flack and landowner Anthony W. Wyman after the Siloam spring’s mineral water gained a reputation for healing; within a year about 200 houses filled the valley. The town incorporated as a fourth-class city in 1881, took its current name in 1882 (the post office had rejected plain “Excelsior”), and the first Elms Hotel opened in 1888. Its waters won first prizes at the 1893 Chicago World’s Fair, and the city once counted about 40 mineral water wells. The $1 million Hall of Waters was built from 1936 to 1938 as a federal Public Works Administration project and was added to the National Register of Historic Places in 1983; on election night 1948, Harry S. Truman slept at the Elms and woke to learn he had won.
Where people work
Excelsior Springs Hospital is a major local employer, running a 24/7 emergency room, three primary care offices and more than 20 specialty clinics, while the Excelsior Springs 40 School District and the city itself are other large public employers. The city calls tourism a major local industry, anchored by the Elms Hotel & Spa and the historic downtown. A public project to support the Miller’s Cabinets expansion was funded with a $500,000 EDA grant, a $400,000 CDBG grant and $100,000 in city capital improvement funds.
Parks & outdoors
The city has more than 90 acres of parks and walking trails, including Century Park and its Century Bark dog park, Rainbow Splash Park, the Excelsior Springs Miracle Field and the 18-hole Excelsior Springs Golf Course, whose clubhouse preserves an 1825 walnut settler’s cabin. The Excelsior Springs Community Center offers daily passes and a new water slide. Clay County’s Tryst Falls Park and Rocky Hollow Park are close by, and Lake Doniphan rounds out the list for anyone whose idea of hydrotherapy involves a fishing pole.
